Quality and Regulatory Compliance Manager

Lucas Group is exclusively partnered with a global distributor of specialty chemicals for a Quality and Regulatory Compliance Manager to drive Global Quality and Regulatory sustainability where regulatory and quality data, performance and risk mitigation will be handled on a global/regional and local level in order to reduce, risk, protect the company and its clients. To execute the strategy and to ensure compliance and risk mitigation in the various stringent regulatory regions, the organization needs to re-organize itself into a global function with regional managers ensuring execution and adherence to the global strategy by measuring KPIs and drive improvement on these.

At the heart of the functions will lie the Product Information Management system, which is connected to a chemical hazard communications software package and filled with up to date Regulatory data.

This PIM system will serve as a trusted enterprise product record that drives existing applications such as ERP and CRM as well as future omni-channel e-commerce. Further it accelerates product introductions, provides the option of streamlining trading partner collaboration and forces data quality and governance standards on all aspects of product master data (also to assure regulatory compliance).

The Quality and Regulatory Compliance Manager is experienced and skilled in the HSEQ field, which includes familiarity with topics such as GHS, (Classification and Labelling), dangerous goods, OSHA, Canadian hazard communication legislation, customs and handling, registrations. The role will be part of the Regional RA/QA and sustainability team and will report directly to the regional Director RA/QA America’s.

He or she ensures the execution and management of the ISO certification processes and guidelines (incl authoring), in cooperation with local management and HSEQ/Supply chain. Global insurance that the products which we sell are compliant with the regional registration programs (Indonesia/Malaysia/China etc., TSCA, Biocides, Pharma etc.). He/She focusses on reducing and gaining insight in NCR (non-conformity reporting) reduction and will focus local organizations on reporting, time management and will audit in the area of ISO 9001/14001 and 22000/HACCP for food stuffs locations. As a growing company regularly acquiring other companies a second aspect lies in integrating product information of new companies and screening their data against our compliance system to investigate deviations and lift the information to meet our global standards. This new team is established on top of the current localized item master management responsibilities and empowered to control workflows, approvals and authorizations, while still acting in a hands-on and supporting way as characteristic for company culture.

 

Tasks & Responsibilities:

  • Manage regional NCR reporting and executing the global ISO/audit (HSEQ) management program and driving improvement plans and execution for these, also report on progress and issues regarding compliance;
  • Maintain a database and provide export HS codes and the correct tariff codes for products while also steering on enforcement of compliance with our guidelines for these codes or other export limitations, executing the IMCD import/export guideline together with legal
  • Ensure regional compliance for our products regarding registrations (REACH/TSCA/Biocides/Pharma/Food etc.)
  • Author ISO implementation guidances and policies w/ the RAQS group Director and monitor execution within the region
  • Execute regular audits for ISO self-certifications and inspection as well as audit for regulatory compliance/HSE
  • Help and be the hands-on contact for M&A integration regarding product data, compliance checks and implementation of our system in the new company
  • Perform analysis on key compliance parameters to ensure risk mitigation and certificate creation for products and local RAQS performance
  • Govern new product definition and change management processes with flexible and collaborative workflows
  •  Keep up to date with current and future regulations and ensure the business and group level are well prepared to meet them on time

 

Requirements:

  • BS, MSc or PhD in chemistry, toxicology and or other life science
  • The potential to take on a management role in the regional RAQS organization
  • At least 5 years’ experience in the field, industry and or consultancy
  • Basic business acumen knowledge
  • Knowledge of import/export regulations and tariff codes
  • Knowledge of the chemical regulatory field (GHS, REACH etc), a bonus is the additional knowledge of food/feed and pharma legislations
  • Experience in ISO audits (certified auditor is an advantage)
  • Experience in NCR reporting and management
  • Able to execute and deliver high quality
  • Communicate with stakeholders efficiently
