Role Overview: Our exclusive client is looking for a strong Payroll Manager who is local to Santa Monica, certified, have union experience, some construction background (preferred) and strong in complex payroll systems. Target payroll number is about 1,000.
Will be responsible for processing and verification all phases of timekeeping and payroll. The position will oversee and actively participate in processing timely and accurate in- house weekly and bi-weekly payroll. Must have experience within prevailing wage, union and non-union payroll.
Essential Duties and Responsibilities:
- Set up and update all employee records in the applicable software
- Oversee and approve the weekly, bi-weekly and off-cycle payroll processing for the employees of all the subsidiaries, from time entry to payroll processing and payments either via check or direct deposit
- Develop, implement and audit all payroll processes
- Coordinate and verify transmission of payroll data and corrections to banks
- Process all federal, state and other forms in conjunction with prevailing wage jobs including certified payroll
- Set up, update and maintain payroll deductions and garnishments
- Prepare intercompany payroll billings
- Prepare and submit monthly union trust payments and update the annual union rates and associated benefits and deductions
- Prepare and file payroll taxes to government agencies
- Prepare and process the monthly 401(K) funds transfers
- Provide pay period and year-end reporting, including reports for retirement plan (ESOP and 401(K)) annual administrative processing
- Prepare Quarterly and Annual Payroll tax returns and W-2 forms
Other Job Functions:
- Assist in the supervision and training of Payroll Accountants
- Assist in the external audits of retirement plans
- Work on special projects as requested by HR, Payroll and Accounting departments
Supervisory Requirements:
- Direct payroll accountants as needed
Interactions:
- Interacts and communicates with all non-union employees regarding payroll related issues
- Interacts with Human Resources, Field Operations and Accounting
Education/Training Required:
- Bachelor’s degree in accounting or equivalent industry experience (see below)
- APA Certified Payroll Professional (CPP) certification preferred
- Experience Required:
- Minimum of five years’ experience processing payroll
Knowledge, Skills and Abilities (KSA's):
- Advanced knowledge of payroll regulation including payroll taxes and taxable income as well as prevailing wage requirements
- Understanding of various payroll software and Microsoft Office
- Knowledge of payroll related laws and practices
- Knowledge of garnishment and 401k administration
